वर्त्तमान चुनाव प्रणाली ने भारतीय राजनीतिक व्यवस्थाओं को छिन्न भिन्न कर दिया है| मैं अक्सर सोचता हूँ कि जनगण मजबूत हो और तंत्र शिथिल न पड़े ऐसी व्यवस्था कैसे की जाये| कांग्रेस ने आजादी के बाद से अब तक आम नागरिक में नागरिक दायित्व बोध का जागरण नहीं किया है| अलबत्ता हुआ यह कि लोग नागरिक दायित्व का विस्मरण करते गए और अधिकारों के प्रति जागरूक रहे जबकि अधिकारों व कर्त्तव्य दोनों में आनुपातिक सम्बन्ध रहना चाहिए था | जब आप नागरिक को वोटर बनायेंगे तो लोकतंत्र खतरे में पडेगा ही | वोटर के नाते सदैव अधिकारों का भाव बना रहता है| परंतु नागरिक के नाते कर्त्तव्य का भाव जागृत रहता है| आज देश को नागरिक कर्त्तव्य से जुड़े नागरिक की आवश्यकता है |
स्थिति कांग्रेस ने इतनी भयावह बना दी कि मतदाता बाट जोहता है कि कौन सी पार्टी क्या बाँट रही है व किससे क्या मिल सकता है | स्थिति ने इतना विकराल रूप धारण कर लिया है कि तमिलनाडु में पिछले चुनाव में एक दल ने कहा कि रंगीन टी व्ही देंगें जबकि दूसरे समकक्ष दल ने पांच ग्राम मंगलसूत्र देने की बात कही | मेरा मानना है कि मतों के लिए कोई प्रलोभन नहीं देना चाहिए | जनता में प्रलोभन से नागरिक बोध का क्षरण होता है |
आज यह महती आवश्यकता हो गयी है कि हम चुनाव प्रणाली पर पुनः विचार करें | मुझे लगता है कि देश का प्रधान मंत्री और राज्यों के मुख्य मंत्री का चुनाव जनता द्वारा सीधा हो, और यदि ऐसा हो जाये तो इस राष्ट्र को अपनी पसंद के व्यक्ति को चुनने का पूरा अधिकार वास्तविक अर्थों में मिल सकेगा और चुनाव के बाद बंदरबांट व नोटतंत्र के द्वारा जोड़तोड़ से किसी भी अयोग्य व कमजोर व्यक्ति को देश की बागडोर सम्हालने से रोका जा सकेगा |
चुनाव की व्यवस्था स्टेट फंडिंग से हो तो शायद जिन कारणों से शासन तंत्र कमजोर पड़ता है और भ्रष्टाचार का बोलबाला होता है वह समाप्त हो सकता है | स्थिति यह हो गई है की हर राजनीतिक दल को हर दो चार महीने में चुनाव का सामना करना पड़ता है यदि चुनाव साथ साथ हों तो श्रम, समय एवं अर्थ की बचत हो सकेगी |
यह एक ऐसा विषय है जिस पर राष्ट्रीय स्तर पर चर्चा होनी चाहिए जिससे कांग्रेस या किसी भी राजनैतिक दल के उन मंसूबों पर रोक लग सकेगी जिनके लिए आम आदमी के वोट का महत्व सिर्फ चुनाव जीतने तक ही सीमित है न की चुनाव बाद आम आदमी व राष्ट्रवादी चिंतन को आगे बढाने वाले व्यक्ति को प्रधान मंत्री या मुख्यमंत्री के रूप में कुर्सी पर स्थापित करने के लिए चिंता करना |जरूरत के मुताबिक सौ से भी ज्यादा संशोधन को झेल चुका भारतीय संविधान एक और संशोधन द्वारा पुष्ट किया जा सकता है |

मै आपके विचारोँ से पूर्ण रूप से सहमत हुँ जब हम महापौर का चुनाव सीधे करते है तो मुख्यमंत्री और प्रधान्मंत्री का क्योँ नहीँ ? जिनके कन्धोँ पर पूरे प्रदेश एवँ देश को चलाने की जिम्मेदारी हो उन्हें अपने अस्तित्व की चिंता से मुक्त हो शासन चलाने की स्वतंत्रता मिलने पर ही उत्तम परिणाम दिखाने की आशा की जा सकती है ।
अधिकारों व कर्त्तव्य दोनों में आनुपातिक सम्बन्ध रहना ही चाहिए और हमेँ नागरिक के नाते कर्त्तव्य का भाव जागृत करवाना होगा । किससे क्या मिल सकता है की चिंता छोड कौन क्या कर सकता है का भाव जागृत करना होगा | मतों के लिए प्रलोभन देने पर कडे द्ंड की व्यवस्था कर देना चाहिए
राष्ट्र के नागरिकोँ को अपनी पसंद के व्यक्ति को चुनने का पूरा अधिकार मिलना ही चाहिये और समस्त चुनाव साथ साथ होना चाहिये, आम आदमी के वोट का महत्व सिर्फ चुनाव जीतने तक ही सीमित ना रहे.

There should be legislation according to which election funding should be legalized and State funding is the perfect pill to cleanse the country’s electoral system.
Elections and money go hand in hand. It is a well-established fact that during elections, candidates and parties are largely supported by money that is not accounted for. Instances of arm twisting by parties or candidates r not uncommon. Till date there is no institutional mechanism for funding as opinion on the issue of state funding of elections continues to be divided. The reason being off course is little acceptance from the political parties over this issue.
Till the time there is no political will to limit money power and to ensure a level playing field – (the ballot box) nothing will change.
Who can muster the political will and put these proposals into practice is a moot question? Am sure by raising this question of sate funding we will see a brighter side very soon .
IN 1998 under the chairmanship of Indrajit Gupta of the Communist Party of India (CPI) state funding was proposed but nothing came out of it. Again in 2006 with a view to give a dimension to the issue of state funding an agreement among recognized political parties was proposed to the Election Commission to consider certain recommendations and decision is still awaited. Some felt at the same time that ‘not enough’ while some others
‘totally opposed’ the modality.
The scope and mode of state funding of elections is indeed a factor to keep a check on model code of conduct and it should have a legal sanctity.
No doubts transparency seems to be the buzz word for most of the corporate houses as far as political donations or funding is concerned lets understand the views of corporate conglomerates like the Tatas and the Birlas. They have set up electoral trusts to fund political parties and independent candidates. Most of the corporates and industrialists are in favour of state funding. CII has a policy on political funding. Mahindra and Bajaj in principle advocate state.
Political parties have performed a vital public function to sustain democracy at the same time there is a great and urgent need to strengthen the democratic forces with a clean electoral process. We need to create an environment where donations can be made to political parties in a transparent, non-discriminatory and non-discretionary manner to help achieve a political framework for overall economic and social development of the country.
Mixture of individual contributions, supporters in the diaspora and members of the business community, some of whom do not want to be disclosed are sure against it along with parties who claim and express doubt that the government would agree to provide funds to its electoral rivals.
The pro state funding advocates will have to justify why it would not be a big mistake for any opposition party to have financial expectations on the government. How do you expect an enemy to give you ammunition to fight it?
An initiative is needed…INVENT INDIA. Since last 25 years this issue has not been converted into a law Inspite of the fact that state funding of elections would bring in an element of equality to electoral contests, particularly because it would help remove the disadvantage faced by parties which represent the socially and economically weaker sections and which often have limited access to big donors.
The state should provide funds to political parties. State funding are ideal and it will streamline the political process. It will 100 % clean the electoral system will bring transparency and accountability. But then those issues don’t figure on the electoral agenda of any political party.

इस विषय पर राष्ट्रीय चर्चा होना चाहिए, इस से सहमति है। लेकिन वर्तमान परिस्थितियों में जनता द्वारा सीधे प्रधानमंत्री या मुख्यमंत्री चुना जाना उचित नहीं समझता। इस तरह हम एक व्यक्ति को उस की इच्छाएँ देश और जनता पर लादने का लायसेंस प्रदान कर देंगे। आप अमरीका का उदाहरण दे सकते हैं। लेकिन वहाँ जनतंत्र जड़ों तक गया हुआ है। सब से बड़ी बात यह कि वहाँ राजनैतिक दलों के भीतर जनतंत्र है। दलों के सदस्यों की जिम्मेदारियाँ हैं। बहुमत से उम्मीदवारों का निर्णय होता है। भारत में शायद किसी भी दल में आंतरिक लोकतंत्र नहीं है। पहले हमें दलों में आंतरिक लोकतंत्र की स्थापना की ओर आगे बढ़ना चाहिए।
राजनैतिक दलों को किसी प्रकार का कोई भी चंदा जनता या किसी अन्य व्यक्ति से प्राप्त करने पर प्रतिबंध होना चाहिए। दलों के खर्चे दलों के सदस्यों द्वारा दी गई सदस्यता शुल्क से ही चलने चाहिए और सदस्यता की भी अधिकतम और न्यूनतम सीमा होनी चाहिए। दलों के पदाधिकारी बहुमत से चुने जाने चाहिए और चुनाव के लिए उम्मीदवार भी। चुनाव प्रचार में भी राजनैतिक दलों के सदस्यों की सदस्यता शुल्क से आया धन ही खर्च होना चाहिए। और भी अनेक बातें हैं।
पहले हमें जनतंत्र का विस्तार करना चाहिए। वरना आप का सुझाव मान कर तो हम किसी भी तानाशाह को शीघ्र ही अपनी बागड़ोर सोंप सकते हैं। यदि 1971 चुनाव जनता के वोट से सीधे होते तब भी इंदिरा गांधी ही प्रधानमंत्री चुनी जातीं और तब वे और अधिक मजबूत होतीं। इलाहाबाद का कोर्ट निर्णय भी न आता। आपात काल लगता तो वे और अधिक क्रूर तानाशाह बन कर उभरतीं।

We need to take a hard and long look in our concept of Democracy.
I have been having same kind of thoughts since I was 16 years old. Now, seeing a politician of your status talking about same idea is fantastic to say the least.
If you have vision like this, then I am sure Madhya Pradesh and Bhaarat Desh will be benefit from you ideas.
This idea of yours, will surely benefit the mass population. They will have direct say in who they like and do not like. Instead of some horse trading deciding who will rule the nation, the people will truly decide it.
I do see that path to that goal will not be easy and there is lot of work being done before we adapt that kind of approach.
But every ‘Kraanti” starts with just a small idea.
Please keep up the good work.
Our Pradesh and Desh needs it.

प्रधानमंतत्री का सीधा चुनाव जनता के द्वारा हो। यह विचार श्री लालकृष्ण आडवाणी सामने लाए। बेहतर होगा कि इस विचार को दो-तीन साल तक हवा में तैरने दिया जाए।
क्योंकि संभव है कि जबतक श्री आडवाणी अपने इस विचार से बदल जाएं। ऐसे एक नहीं अनेक उदाहरण हैं जब श्री आडवाणी ने आज जो बयान दिया कुछ समय बाद ठीक उससे उलट बयान दिया।
वर्तमान मे देश के जो हालात हैं उसमें सभी दलों के नेता देश के लिए नहीं बल्कि सत्ता के लिए राजनीति कर रहे है। इसमें देश का नहीं बल्कि नेताओं का स्वार्थ निहित है।
प्रधानमंत्री का सीधा चुनाव करने से क्या देश के हालात बदल सकते हैं ?

sir मैं भी आपकी बात से पूरी तरह सहमत हूँ मुझे भी लगता है कि आज नागरिकों में कर्त्तव्य बोध नहीं रहा है, अधिकाँश नागरिक ये सोचकर वोट करते हैं कि इस व्यक्ति को चुनने से हमें क्या फायदा है, वो ये सोचकर वोट नहीं करते कि इस व्यक्ति को चुनने से देश को क्या फायदा है, इसी कारण आज जातिवाद चुनावों में हावी है |
नागरिकों में कर्त्तव्य बोध ना होना, ये भी भ्रस्टाचार का एक बड़ा कारण है |
sir मैं एक होम्योपैथिक चिकित्सा छात्र हूँ, होम्योपैथी के जनक डॉक्टर हेनीमेन कहा करते थे कि डॉक्टर को बनने की बजाय करने का भाव रखना चाहिए, अर्थात एक डॉक्टर को ये नहीं सोचना चाहिए उसे एक अच्छा डॉक्टर बनना है बल्कि उसे ये सोचना चाहिए कि उसे लोगों को रोग मुक्त करना है अर्थात उसके अन्दर पूरे संसार को रोग मुक्त करने का भाव होना चाहिए |
इसी तरह मुझे लगता है कि देश के नागरिकों में भी देश के लिए करने का भाव होना चाहिए, तब ही देश का सही मायनों में विकास संभव है |
लोग आज सारा दोष नेताओं पर मड देते हैं, लेकिन सच तो ये है कि जनता भी बराबर की दोषी है
एक बच्चे में बचपन से ही बनने का भाव डाल दिया जाता है, उससे कहा जाता है कि तुझे बड़ा होकर डॉक्टर बनना है इंजिनीयर बनना है लेकिन उससे ये नहीं कहा जाता है कि तुझे बड़ा होकर अच्छा काम करना है अर्थात उसके अन्दर करने का भाव डाला ही नहीं जाता
राम राज्य तभी संभव है जब माता पिता अपने बच्चों में करने का भाव डालने लगें |
हाँ sir मुझे भी लगता है कि चुनाव प्रणाली में संशोधन होना चाहिए, प्रधानमन्त्री और मुख्यमंत्री का चुनाव जनता द्वारा ही होना चाहिए ताकि साफ़ सुथरी छवि के और योग्य लोग इस कुर्सी तक पहुँचें |
मुझे लगता है कि इससे प्रशासन मैं भी मजबूती आएगी और जब प्रशासन मजबूत होगा तो भ्रस्टाचार पर स्वतः ही नकेल कस जायेगी |

i also agree with this point sir but not practically it is not possible india becasue now a days there are polticions which are more selfish now what they only want is pm or cm we can see by the example of jharkhand indian poltics is not that much of open minded that it will accepted i want to add some more point with you sir cm and pm should be elected directly and he should have rights to take decison that who will be in his/her cabinet its should not belong to a particuler party or we can say a group of parties like there should be capable people from diffrent parties

the means to implement it have to be searched by the politicians who lack the will power.
rather politicians have seized the democratic power of common men who are reduced to just a machine to vote.
constitution provides that we the people of India give ourselves this constitution & the people of India is reduced by the politicians just to a voting machine.
